Item 09 Bago Road Speed Zone Review

CONSENSUS:

 

That the Local Traffic Committee noted:

1.      Noted preliminary feedback provided internally on speed zone reviews.

2.      That the 90km zone at southern end of Bago Road proposed change to 100km and the 50km zone extended from Cameron Street.

 

Item 05.01 Parking Restrictions - NSW RFS Jungarra Close Bonny Hills

CONSENSUS:

 

That the Local Traffic Committee noted:

1.      Signage “No Parking Emergency Vehicles Only” have been ordered

2.      Council advised adjacent businesses and residents of the proposed signage.

 

Item 08.01 Jindalee Road Parking Restrictions

CONSENSUS:

 

That the Local Traffic Committee noted:  

1.      Signage “15 Minute Limited Parking” has been installed.

2.      Council advised adjacent businesses and residents of the proposed parking changes.

 

Item 08.02 Sovereign Hills Intersections

CONSENSUS:

 

That the Local Traffic Committee noted:

1.      Signage has been installed.

2.      Discussions with Police, a review of all intersections and report prepared.

3.      Council advised adjacent businesses and residents of the proposed signage.

 

Item 07 Parking Restrictions - Brownings Lane Wauchope

CONSENSUS:

 

That the Local Traffic Committee noted:

1.      Signage “No Stopping” has been installed.

2.      Council advised adjacent businesses and residents of the proposed parking change.

 

Item 08 Disabled Parking - Mullaway Road Lake Cathie Community Hall

CONSENSUS:

 

That the Local Traffic Committee noted all actions are now complete.

1.      Implementation of 2 (two) disabled parking spaces.

2.      Council advised adjacent businesses and residents of the proposed parking changes.

 

Item 09 Parking Delineation - Ocean Drive North Haven

CONSENSUS:

 

That the Local Traffic Committee noted:

1.      Line marking has been scheduled in the program - noting future roadworks

2.      Council advised adjacent businesses and residents of the proposed upgrades.

 

Item 10 Park Signage - Bridge Street Carpark Port Macquarie

CONSENSUS:

 

That the Local Traffic Committee noted:

1.      Signage “Park in Marked Bays Only” have been installed

2.      Council advised adjacent businesses and residents of the proposed signage.

Item 07 Parking Restrictions - NSW RFS Narran Close King Creek

CONSENSUS:

 

That the Local Traffic Committee noted:

1.      Signage “No Parking” ordered.

2.      Pavement marking adjacent to RFS.

3.      Council advised adjacent businesses and residents of the proposed signage.

 

Item 08 Parking Restrictions - Janola Circuit Port Macquarie

CONSENSUS:

 

That the Local Traffic Committee noted:

1.      “No Parking” signage ordered

2.      Council advised adjacent businesses and residents of the proposed signage.

 

09       Parking Restrictions - PACIFIC DRIVE, FLYNNS BEACH

CONSENSUS:

 

That the Local Traffic Committee:

1.      Council to notify adjacent businesses and residents of any proposed changes to parking restrictions.

2.      Consider the various signage options to address parking concerns raised by the business owner of 57 Pacific Drive, Port Macquarie, and decide on a path forward.

 

Option 1. Retain the ½ hour parking restriction but apply 24/7 adjacent to 57 Pacific Drive only.

Option 2. Retain the ½ hour parking but adjust it to apply 24/7 for all parking zones in this area of Pacific Drive and Flynn Street.

Option 3. Retain the existing parking format in both Pacific Drive and Flynn Street and not implement any changes. Consider additional enforcement of the current parking restrictions.

Option 4. Undertake broader consultation with regards to options 1, 2 and 3 to determine community interest with a broader focus on residents and patrons of Flynns Beach Surf Club. Upon completion of consultation use the results to further inform decision making.

TfNSW supports Option 3 on balance which provides the most benefit to the greater percentage of the community. (Appendices 1)

 

TfNSW position after discussion with Peter Jenkins on the outcome of the LTC meeting decision was unanimous support as per below. 25 January 2023, to undertake broader consultation with regards to Option 1 - with the modification (Appendices 2)

 

UNANIMOUS SUPPORT:

 

Undertake broader consultation with regards to Option 1 - with the modification (Monday-Sunday 8.30am-6.00pm with 30 minute parking), 2 and 3 to determine community interest with a broader focus on residents and patrons of Flynns Beach Surf Club, adjoining businesses and residents. Upon completion of consultation use the results to further inform decision making. 

 

 

07       2023 Port Macquarie Running Festival

CONSENSUS:

 

That it be a recommendation to the Director Community Infrastructure, under sub delegation, for implementation:

 

That Council approve the temporary road closures and support the associated transport management arrangements associated with the 2023 Port Macquarie Running Festival on 4-5 March 2023, subject to the following conditions:

 

1.   That the event organiser advertises, at no cost to Council, the following details of all temporary road closures and temporary parking restrictions associated with this event in the local print media on separate days, at least twice (2) within 14 days prior to the event:

·      temporary road closure location, times and duration

·      temporary parking restriction location, times and duration

·      alternative routes and access arrangements.

2.   That the event organiser advertises the event by undertaking a letter box drop to all residents and businesses directly affected by the temporary road closures and temporary parking restrictions at least 14 days prior to the event, advising the following:

·      event name

·      event times

·      contact details of at least two (2) people involved in the organisation of the event, in case of an emergency

·      proposed actions to be undertaken to mitigate the impact of the temporary road closures and temporary parking restrictions.

3.   That the Traffic Management Plan (TMP) be implemented. Any modifications to the plans must be agreed with Council prior to the running of the event.

4.   That the event organiser abides by the written approval from the NSW Police.

5.   That the event organiser notifies the NSW Ambulance, NSW Fire & Rescue, NSW Rural Fire Service and the State Emergency Service of the proposed road closures at least 14 days in advance of the event.

6.   That the event organiser notifies local Transport Services (Bus Companies, Taxis) of the proposed road closures at least 14 days in advance of the event and assists in developing alternatives for affected users.

7.   TfNSW/SafeWork NSW accredited persons (Implement Traffic Control Plans) are to be used for the establishment and removal of the traffic control devices.

8.   TfNSW/SafeWork NSW accredited traffic controllers (Traffic Controller) are to be used to control traffic.

9.   That the event organiser abides by any other condition that Council or the Police may impose at any time.

10. That the event organiser submits to Council 14 days prior to the commencement of the event evidence of Public Liability Insurance for the amount of $20 million, which is valid for the duration of the event, including placement and removal of traffic control devices.

11. The event organiser must have this approval and the Traffic Management Plan described above on site at all times for the duration of the event.

12. That a review of the implementation of the Traffic Management Plan (TMP) be undertaken by the proponent within three months of the conclusion of the event. The review is to be in consultation with Council and other services so that the TMP can be further refined and any issues identified can be addressed prior to any future events

TfNSW supports in principal the recommendation.

No impact to the state network.

TfNSW recommends listing clause 13 to recommend that the signs and devices necessary to effect the temporary road closures also be approved.

 

Additional Conditions via email from TfNSW Tuesday 24 January 2023. (Appendices 1)

 

An ROL application will need to be submitted if any Traffic Control Signal (TCS) sites are impacted by road closures. Depending on the impact, supplementary TGS’ may need to be developed to show how the TCS sites (incl. pedestrian movements) will be managed during the period of the closure.

 

 

08       GENERAL BUSINESS

11.01 John Oxley Drive - Roundabout

DISCUSSION

Query regarding status of developer construction of roundabout and potential road closure. Committee advised onus is currently on developer to resubmit proposed Traffic planning prior to construction being further considered.

 

11.02 OUT OF SESSION - LOCAL TRAFFIC COMMITTEE

Temporary Road Closure - Scarborough Way Dunbogan - 30 January-17 March 2023.

 

CONSENSUS

 

Temporary closure of Scarborough Way, Dunbogan for a period of approximately 7 weeks. J Newton Civil are undertaking road sealing works on Scarborough Way on behalf of the developer of the adjacent Ocean Zephyr Estate.

11.04 Steels Bridge - Future Works - Detours/Notifications

 

Busways request work done in School Holidays due to the substantial school bus routes from Roland Plains and Pappinbarra.

Council is looking at resourcing this to be done in School Holidays and will revert back.

 

11.05 Legacy Bike Ride - Sydney to Gold Coast.

 

Council currently in conversation with TfNSW seeking an update on this event which will

take place on the Pacific Highway prior to the Local Traffic Committee considering

options of the impact on traffic in our Local Government Area.
