CONSENSUS:

That the Minutes of the Development Assessment Panel Meeting held on 5 April 2023 be confirmed.

05       DA2022 - 774.1 48 Lot Industrial Subdivision and Associated Infrastructure including Clause 4.6 Variation to Clause 4.1 (Minimum Subdivision Lot Size) of the Port Macquarie-Hastings Local Environmental Plan 2011, Lot 36 DP 1292179, Waapangal Road Thrumster

CONSENSUS:

The Panel recommends to Council that DA2022 - 774.1 48 Lot Industrial Subdivision and Associated Infrastructure including a Clause 4.6 variation to Clause 4.1 (Minimum Subdivision Lot Size) of the Port Macquarie-Hastings Local Environmental Plan 2011 at Lot 36 DP 1292179, Waapangal Road, Thrumster, be determined by granting consent subject to the recommended conditions.

 

 

06       DA2022 - 1071.1 Secondary Dwelling at Lot 73 DP 814922, No.18 Coucal Close, Port Macquarie

CONSENSUS:

That DA2022 - 1071 for a Secondary Dwelling at Lot 73, DP 814922, No. 18 Coucal Close, Port Macquarie, be determined by granting consent subject to the recommended conditions.

·            Additional condition in Section B of the consent to read: ‘Prior to the issue of a Construction Certificate, a photographic record of the condition of the right of carriageway (ROC) is to be undertaken and submitted to Council and all other benefiters of the ROC.’

·            Additional condition in Section E of the consent to read: ‘Prior to the issue of occupation certificate the proponent is to demonstrate via comparison to the pre-construction photographic record of the ROC that no damage has occurred as a result of construction activity. Any damage caused to the ROC as a result of the construction activity is to be remedied by the proponent.’

·            Additional condition in Section E of the consent to read: ‘The tree removal permit conditions dated 23 November 2022 that relate to the site are to be complied with as part of the development.’

 

07       DA2022 - 933.1 Centre-based child care facility at Lot 13 DP 262597, No. 15 Kulai Place, Port Macquarie

CONSENSUS:

That DA2022 - 933.1 for a centre-based child care facility at Lot 13, DP 262597, No. 15 Kulai Place, Port Macquarie, be deferred to enable the applicant to address the following:

·            Improved accessibility and functionality from the main car park to the entry of the facility.

·            Inconsistencies with landscaping and architectural plans.

·            Improved treatment of the western boundary.

·            Section analysis from boundary to boundary demonstrating appropriate site accessibility and functionality.

·            Compliance with the childcare planning guidelines.
